Attached is the correct EL-304 which is issue 3. Please discard any previous copies.
This returns the handbook to that which was originally agreed upon, except for the change of Exhibit numbering which is OK.
Please note that the review panel consensus rating sheet requires justification for scores of 1 or 5.
If/when the Service adds their own cover page you can replace the one I put on top of this file if you wish.
